Can I file a joint custody, if my ex took the kids out of the state?

My ex took the kids to different state to be with another woman. My income is low, and I am willing to pay in portions. Can you help me in looking for a joint custody?

You can certainly file for joint custody even though your children live in another state. Family Court is an extremely helpful resource when trying to figure out legal processes with which you are unfamiliar. However, you should also contact an attorney, as the attorney will be your best guide throughout the duration of your case.
