Can I move my kids out of state without consent from their father?

I want to move my kids out of state. I have no child support or custody set up through the courts. The father of my kids is in and out of their lives. He is also involved in meth and marijuana. Can I go on with the out of state move without his consent?

You can with a court order. Without it you need his permission.
