How do I get custody of my children back if their father is abusing them?

I am a mom trying to get my kids back from their dad. I signed papers that I should have never signed. The kids’ dad withheld them from me for a month. I did not know what to do I wanted to see my kids so bad. Now my kids are being mistreated at their dads with their step mom, and my two year old has a big bald spot on the back of her head. One of my twins would come to my house with burns on her hands and the other twin would have bite marks. Their dad is never home so I am asking you if you can please help me. I want my kids back so I know that they are being taken care of. The court case is going to be starting fast.
