How do we reinstate my husband's custody over his children?

My husband's ex-wife wants us to take the kids. They are 14 and 17. They were adopted by her husband who is now in jail for a lot of reasons, and we have no contact with them for over five years since my husband signed over his rights to them. Now they want to be with us and we won't turn them away but what do we need to do to reinstate our custody of them?

Hire an attorney to file a petition in the family court for you. If the children agree then it will not be an especially pricey matter.
